Thanks to the absence of any formal NAP, the State and Alliances enjoy more freedom than all the ridiculously regulated NAP10s' States. At the end, the equilibrium is naturally reached among whales and active players. Occasional players are rightly eradicated. Few lords or abandoned accounts left, without any NAP fear-mongering of the end of the World. In general there is a two-sided respect among Alliances: is no benefit to fight without strategical reason and common sense is respected by almost all players. Fair play in Facilities/Fortress/etc. BiA is dangerous but in no way is The Purge, as said, active players are usually respected. It is the perfect example of how a quiet State is possible without the mockery of NAP. Whales behave when easily could not do it and no NAP10 in place. At least, so far. And we have our State clown, kind of hated by everybody that is non-stop insulting in WC and in an eternal runaway of being zeroed by many members of distinct Alliances. It is not the Paradise, otherwise it would be too boring. There is a right dose of dramas, mostly intra-Alliances. I really recommend it (now). PS: Broken NAPs are not toxicity reasons, NAPs are.
