In my opinion, this state is already very broken. 2 ALLIANCES are fighting each other, not against other states in SVS.

Alliance 2-7 work together and have a working nap, only the strongest Alliance is not in it. They refuse to work together and Even fight alone in SVS. That destroys the fun for all other alliances.
