I’ve been in 2649 since the beginning and it was my first time playing the game. The state is fun, no toxic players and we all work together for the best interests of the state goals

I don't agree with people giving 5 stars and nothing else, it seems like they are quite blind and don't see everything. I'm a woman and I get ugly messages from men. It was worse months ago but it didn't stop. I guess the women commenting are hiding their gender. Any way. This state is Okey, but it's more dead than toxic, players quit because of the toxic history and drama. The worst drama players quit, but the worst manipulators are still there, they are everywhere.......

From what this state was from the beginning to where it is now, its day and night. In its early days there was lots of toxicity with power plays self broken Nap rules at points it was unbearable to see and read and then comes Dave arrogant at first all he wanted to do is burn things as progressed Dave surpassed us all in all categories just blindsiding us with all this power but he didn’t use his might to burn thing as he claimed he would but he became a uniter and a true leader of our state needed, he forged treaties with other leaders for the peace of the state he made us believe that unity outweighs any power together we can dominate and ever since the first SVS there’s been no looking and there’s order in our state, yes we might not be perfect we still have some cracks to fill and bumps to flatten, but over all this is a great state and I wouldn’t change it for no other.

I couldn't in good conscience give it a 0 on the toxicity scale but it's for the most part a peaceful state. SavageDave (mega whale) has been the leader here since the first svs.. There have been a few different presidents but Dave is the leader. Top 4 alliances band together for svs exchanging players in order to achieve the best outcome and they work together outside of SVS to help eachother grow. This state has a very team oriented mentality. Top 4 alliances. ONE - very strategic no BS and in it to win it ROC - Strategic friendly, good people HDN - Laid back and fun and friendly, unfortunately they have a barley active r5 who doesn't know what he's doing... which is unfortunate because they have a few great players who would do a much better job. SEA - Korean alliance active and strong they have a few whales but no sense of humor and a lot gets lost in translation. I think anyone who joins 2649 could find an alliance that suits them and would have a happy gaming experience.

A very apparent and clearly co ordinated smear campaign . Coincidently aligned with Group 15 State Transfer event. The state is democratic true to approach .It's apparent many who see them selves on the way out they want to drag and burn everything through fire and mud . Contrary to belief yes Dave a " whale or mega whale" what ever you want to label him is a fair leader , not vulgar decent and respectfull regardless of his power level . No threats or rogue action of burning down the state . Contrary to great praise given to the following Guardian- Profession discord and disruption master . He is truly the meaning of all for one , one for all . If your not part of his agenda your against him and will endeavour to make your game play experience painful as possible . Not limited to but a honorable mention , turning world chat into a episode of Jerry Springer . Prejudising a specific ethnic alliance , indoctrinating and influencing nap policy to exclude specific key players due to above ethnic prejudices . He will system.atically try to create cult idolise of himself . IF HE TRANSFERS , LORD HELP YOUR STATE. 2649 has always respected women , it has seen and has key state influential female alliance members at r4 and above current and historic . There a reason for why 2649 is a leading state into its first state transfer . It's because there is strength in unity not through dictator ship . No amount kf fear will make people win 4/4 svs prep and 3/4 battle wins . Use logic and common sense . The smear campaign is there to keep you away . Don't believe the fake news .

A beautiful at first that wants peace around. But, they wanted most of the power and was successful in stealing it making the state one of the worst out there. Blaming an alliance and pointing it out as an alliance that wants to have all the power which is very much a false statement they made in order to grab the opportunity to gain power on their side. Such a toxic manipulating state. Be careful and be aware. They don't like turks.

Honest Review of State 2649 Every place has its own problems — no state is perfect. I’ve tried creating accounts in several states, but so far, State 2649 has been the best experience for me. Here, people can be rivals at one moment and allies the next, yet they always know how to have fun together. When they are united, the teamwork is real. And whenever problems arise, there’s always a way to solve them — and they actually make it happen. So don’t worry about joining State 2649. At least try talking to some of the people here, and you’ll see for yourself why this state is special.

This state is fun first. I’m a casual player with a full time job and there is very little pressure from other players to push spending money to grow fast. The mom in me does worry a little reading here because basic internet safety could prevent some of the scary things mentioned here. But this is my first time hearing about these issues so they might not be about 2649. Read with caution I guess.

Looks like most of this review was written by one haters of the state who broke rules, and couldn't manipulate the mass. Fun states, we do karaoke! LOL tap tap.

State 2649 isn’t perfect ,,like any state we’ve had ups and downs ,, but overall our leadership and whales actually work together toward common goals. We don’t have a ton of whales, but the ones we do have pull their weight and push the entire state forward instead of acting like dictators. Most of our success comes from straight-up hard work, unity, and smart leadership. Just look at our SVS win history ,,, that speaks for itself. If you're looking for a state where effort is recognized, rewards are shared based on merit, and people move as a team, then 2649 is 100% worth transferring to

Like any state, it started off a little wild with the usual drama and wannabe dictators,but lucky for us, our whales actually have common sense and care about the people. They’re generous, protective, and focus on growing the whole server, not just themselves. We run on strict NAP rules and fair play. If you put in work, you get rewarded. It’s competitive, organized, and the whales here actually look out for the little guy.... not eat them.

State of Fair is honestly one of the chillest Whiteout Survival servers I’ve been in. People actually earn their rewards here — everything is shared based on merit, not politics or butt-kissing. If you grind and contribute, you get recognized. Alliances work together instead of fighting over scraps, and the community has good vibes overall. It’s competitive without being toxic, and the leadership tries to make things fair for all active players. Highly recommend transferring here if you want rewards that actually reflect your effort and a server culture that isn’t full of drama.

Don't let the svs wins fool you. There are some nice players but majority of leaders are manipulators. They make it sound so good and they backstabbing you

This state will always be toxic as long as the same harem fantasy loving men live here. Women are treated as playthings and nothing more and it is DISGUSTING. Imagine having a girlfriend or wife at home and then parading around nudes you recieved like trophies. These whales are fully delusional threatening people to post positive reviews, I wasn't going to post at all, but if they want me to write a review it will be an honest one.

You’ll see a lot of the 5* reviews are just them trying to defend themselves. They need to grow up and reflect on how all of us are still upset IN STATE. Majority of these 1* reviews are currently active in the state but they’re trying to use the people that left as a scapegoat and blame it on them rather than taking responsibility. Sad to see honestly. Thanks for the option to leave soon, and they can keep their manipulative show. Stay away.

Not worth the time coming here. Passes are withheld from you even when promises so don’t expect your friends allowed to transfer here after you come. If you’re a whale you’ll be treated like gold, otherwise you’re trash and made fun of.

2649 is an illusion. The illusion of harmony. Here, people do not know what harmony is and will never find it. They write about it and the next day send battle reports. This state is on the brink of collapse. As long as you lie about other states, you will drown in lies.

This used to be a good state. You can rank good for events even if you are F2P. But every alliance has their own agenda in the background while appearing like the are working together for the good of the state. Individuals appear very friendly in world chat but back bite and say derogatory statements about other players. LOTS OF PROBLEMS INVOLVING SVS. Most of the problems are hidden among the R4 & R5 of each alliance and the remaining players just receive the news that their R4 & R5 give out. Because of this, the lies and rumors are circulating and the truth has been twisted. I would DEFINITELY NOT RECOMMEND this state. I'm just accummulating my transfer passes and then I will go out of this rut of a state!

The state exhibits a culture marked by selfishness. The leadership is egocentric and does not prioritize collective growth. There is a resistance to accepting stronger players, creating a stagnant and hostile environment. Better to avoid it to not die of boredom. It's sad.

Some of the nicest people I have met have been in this state. We work as a group for svs prep and castle battle.

Extreme state politics, region based hatred, racism is heavily observed, control of power to one alliance, felt like Trump is running the state 😂 There is one boss, rest with slave mentality, no opportunity for growth, all medieval methods of playing, don't want to try new things, can't tolerate stronger players in another alliance, don't learn from other's wisdom, state has been broken many times and it will continue to break too, they do not have any vision or strategy for any state event. They don't allow friendly rallies at SFC battle, don't try new formations and no learning from reports, even don't even know how to identify buffs, do not agree with approach from playing from one state alliance, only agree to approach of asking people joining top alliance in case they need them even when they just have 10 spots, otherwise no need for that as well, people can rot in their alliances. They prefer keeping their own inactives in their alliance rather than playing from a shell alliance with 100 active players at the time of SvS or FDT. Except top alliance, rest alliances are in really poor condition, even basic understanding of game is lacking, they are just happy to get free facilities and forts as they have weak mindset and no aspiration to grow. one alliance is crazy, leader do solo on fortress everytime stating it will get looted by some random player from dead alliance. Also the leader thinks that everyone should get a chance to stay inside fort to get some rewards post first capture 😂 doesn't know anything about how rewards are generated. State rules says they can't even punish random occasional player from some dead alliance for taking fortress from main alliance causing loss of first capture rewards to 15 people of serious alliance, they say let that one random a** player grow who don't even know how to play 😂.

This state struggles with strict rules, inactive alliances, bullying by stronger players, and a declining player base. Avoid moving here.

This place is the death to all good things, a direct consequence of its toxic leadership. Do not be fooled by the fake five-star reviews, which are merely propaganda designed to hide the truth. The cities are literally crumbling under their misguidance. The true nature of this place is constant backstabbing and fires. Save yourself the heartbreak and the despair; go anywhere else

Honestly, it's a bunch of chronically online adults with some kids sprinkled in. There are a few problem people who just keep coming back and causing drama like the weird kid in high school that had a crush on on the other weird kid that just wouldn't catch the hint that hung around your group of friends, but your all too nice to say anything so you play nice together everyday even though they are constantly stealing and lying and saying you did it..but other than that everything is pretty chill. Everyone has their Friend group and I think if we had more transfers and active chats and bonded more things would be less lord of flies because of the weird couple of weird kids and their vendetta on the computer nerds because, they are winning.

This state started out well, but after repeated miscommunication and "miscommunication" events have taken a dive, and world chat becomes toxic or disgusting quickly. There are only ONE or two good alliances left.

More peaceful than it used to be, but still some bully players… Whales only attack F2P, weaker alliances. VVV rules the state but they became more stable after they split with KOR, which is now an extension of VVV with all the bullies. FWL looks after rewards, selfish profit and bow in front of Whales but bully others if they stand in front of them, only using their whales to weak F2P…

The state enjoyed peaceful cooperation and success initially, but toxic players now dominate, causing chaos, bullying, and mass exits.

Didn't think I was ever going to have to post this but I want to warn others about the state I once argued in favor of. Day1 R4, current R5, past president so I know all the history. The good and the bad. Original account was in the low triple digits so this ain't my first rodeo. Early state drama was put to rest when the last of the toxic players left. We had a good run of peaceful cooperative play among all alliances. We won most of our SvS. Dozens of players quit an already quiet state. Tons more transferred out. I stayed back to wait for my friends to accumulate passes and try to keep it calm for the sake of the remaining players. I'm leaving, along with all my active alliance members and the other alliances are doing the same. Several alliances have disbanded. So once we are all gone in 2 weeks there might be 2 alliances left. Maybe. I post this to warn others of what they are walking into. This isn't a farmer complaining about a competitive server. We all dropped power because we want to join a leading state for the competition. This isn't a f2p crying about spenders, I'm a moderate spender. This is about a tyrant running the state and wanting everything for themselves. They said we have to let the "whale" win every event. They said their top 5 is to visit every alliance to receive fort rewards. They put in a spin doctor as their R5 to make it look like they are kind. So don't be fooled. Do yourself a favor and skip 2649 when you are searching for a new server.

What was thought to be an alliance that would help grow and rebuild, turned out to be a group of people who TRULY only look and strive to destroy, bully, and belittle. In World Chat, they say obscenities to women, they call people racial slurs (yes, THAT word), they megaphone threats to the state and alliances about burning them if you don't do what they want. They burn banners, HQ's and cities with no regard to established state rules that have kept the peace before they arrived. They threaten to demolish you if you don't partipate in Svs. They pride themselves on being "State Killers" apparently as well. Please, keep these tyrants OUT of your state! Make sure you grab their ID numbers from the other reviews about them in here and put them on ur blacklist! Keep your state safe!

A once peaceful and thriving state. Unfortunately, state transfer brought in terrible people. This one alliance in particular formed a dictatorship which caused many active players to leave the following few transfers. They claim to want peace yet burn cities for no reason. Avoid this now dead state.
