the top 2 alliances are dictators and very incompetent , they want to burn flags and cities of small alliances to "lower the state's total power and force small alliances to merge with the top 7" . despite being told that the top 100 players power is whats taken for the matchmaking for SVS not the bottom 100 , they still go around and declare everyone must merge into the top 7 or burn
