State has been on the decline for months and ultimately self-imploded after the greed of some leaders who used all the special invites for themselves, ignoring the previously discussed agreement with other alliances. It's now a dead state who hasn't won a Preparation Phase in over half a year

There was some bad elements but they have quit or moved on

Players who leave the state (mainly due to timing issues) always return in the next transfer. If they can’t return with their main account, they create an alternate one just to come back.
